Officials approved the proposal of CJSC Agrocomplex, a family business of Minister Tkachev, to create such a site at a distance of about half a kilometer from the coast opposite the notorious dacha.

The list of these sites includes “Fish-breeding site No. 10” in the area of ​​the Golubaya Bay and the village of Bzhid, Tuapse district, the initiator of the formation of which, according to the protocol, was Agrocomplex CJSC. Agrocomplex is a family business of Minister Tkachev, a huge agricultural business empire with a wide variety of assets and activities - up to full-cycle food production and food retail (after Tkachev became Minister of Agriculture, Agrocomplex increased its assets).

As follows from the protocol, the proposal of "Agrocomplex" to form a fish-breeding site at the declared coordinate points on an area of ​​54.5 hectares was approved. The proposal was supported by the representatives of the Azovo-Chernomorsky Research Institute of Fisheries, present at the meeting of the commission.

Having plotted these points on the map, we found out that the “fish-breeding area” was “formed” 450-500 meters from the coast to the south-west of the coastal buildings of the dacha, including the marina for yachts.

For what official purposes Agrocomplex CJSC needed a piece of the sea area is still unclear, but here, in general, no clarifications from the Federal Agency for Fishery are needed: it is quite clear that Agrocomplex CJSC simply took advantage of a convenient moment to talk about “development aquaculture" to implement the same scheme for covering Tkachev's dacha from the sea, which was implemented with the help of "Southern Citadel" LLC for "Putin's Palace".

It is worth recalling that the area around Tkachev's dacha is a "matryoshka doll" of land plots of various categories and affiliations. The land plot owned directly by Tkachev (the smallest “matryoshka”) is surrounded by land plots registered with Tkachev’s relatives, some Strozhenko and Krivnev, as well as a beach, which is leased from Otdykh LLC, in which in 2011 they appeared as the founders are the same Storozhenko and the same Krivneva. And the area of ​​the state forest fund, which is illegally fenced with a capital fence, for the “damage” of which ecologists Suren Gazaryan and Yevgeny Vitishko were convicted, is leased from Agrocomplex CJSC. But, apparently, all this seemed not enough - it was necessary to create a "buffer zone" also at sea.

However, as in the case of the fish-breeding plots around the "Putin's Palace", the approval of the proposal of CJSC "Agrocomplex" does not mean that the same organization will receive the plot for use - most likely, it will go to an affiliated structure or a special one-day firm. Information about holding an auction for the right to conclude a fishery agreement for "Fish breeding site No. 10" in the Golubaya Bay area on the portal torgi.gov.ru, however, is not yet available.

It seems that the Minister of Agriculture of the Russian Federation Alexander Tkachev disregarded the norms of Russian law and "chosen" real estate in the Vyselkovsky district of the Kuban near the village of Pervomaisky, where, according to rumors, one of the alleged personal residences of Alexander Tkachev is located.

One should not confuse the "ministerial lands" in the Vyselkovsky district with the infamous Tkachev's dacha, located on the Black Sea coast in Golubaya Bay (Bzhid village, Dzhubga urban settlement, Tuapse district Krasnodar Territory).

According to Rosreestr, the land plots behind the fence of the residence in the village of Bzhid, Tuapse district, are owned by Alexander Tkachev himself (plots 23:33:0102001:18 and 23:33:0102001:72), his probable relative Sergey Storozhenko (plots 23:33:0102001: 19 and 23:33:0102001:75), as well as Elena Krivneva, born in 1975 (section 23:33:0102001:17). There are a number of specific coincidences between Tkachev's alleged residence in the Vyselkovsky district and his dacha in Golubaya Bukhta. After Tsapkov was imprisoned, the Sever Kuban group of companies that belonged to them (40,000 hectares of land) was transferred to Agrocomplex in the summer of 2014. Formally, Sever Kuban owed loans to the Russian Agricultural Bank, and Agrocomplex paid off the debts, taking the debtor's assets for itself.

Interestingly, while still the governor of the Krasnodar Territory, Tkachev allocated more than 160 million rubles from the regional budget to the company of Sergei Tsapok (Artex-Agro). It is worth noting that Tsapok did not have time to testify against influential Krasnodar officials, as he died under very strange circumstances, and Tkachev himself was removed from the leadership of the region in 2015 and transferred to the Ministry of Agriculture.

But the data on the founders of "Agrocomplex" is known. For 29%, they are nine Kuban agricultural enterprises, including CJSC Niva (the minister's niece Anastasia Tkacheva bought land within the boundaries of this CJSC - ed.). About the remaining 66%, it says “other”, but Tkachev’s son-in-law Roman Batalov is listed first on the list of the board of directors. In both plants, Anastasia Tkacheva owns 10% of the shares. But these 10% account for part of the multimillion-dollar income from the activities of these enterprises.

Thus, YuTZ's revenue, for example, in 2008 amounted to 182 million rubles, and net profit - 21 million rubles. But ZIT's revenue in the same year is 618.9 million rubles. with a net profit of 7.7 million rubles.

Thus, 10% of these multimillion-dollar sums formally went to the young Anastasia Tkacheva. But how can this young girl manage these shares on her own? Moreover, the first mentions of Anastasia's assets were published in the press back in 2010, when Tkacheva was only 22 years old.

Most likely, she owns these shares in the interests of the ex-governor himself, who, apparently, actually receives millions from YuTZ and ZIT. Anastasia Tkacheva also owns a 30% stake in a large developer Masterstroy LLC. And she also owns a company that has invested 3 billion rubles. in the poultry complex - "Yugpticeprom". Here Tkacheva owns 22.5%, and the project annual revenue is 4 billion rubles.

By the way, the fact that all these assets are located on the territory of the Krasnodar Territory is especially important. Obviously, Minister Tkachev's relatives are doing business in his interests, and the head of the Ministry of Agriculture himself can personally control many commercial structures. According to experts, if investigators check Tkachev's connection with business, he will lose his ministerial post.

On July 22, 2014, activists of the Environmental Watch for the North Caucasus conducted another public environmental inspection near the dacha. This inspection revealed why another section of the forest fund and the Black Sea coastline was cut to it.

The fact that a forest plot on the Black Sea coast with an area of ​​about one hectare, which is not included in the territory leased by Agrocomlex CJSC or other organizations affiliated with the Kuban governor, was fenced off with a new fence by EcoWatch activists in early May this year. In response to the appeals of the EWSC on this fact, officials of the Ministry natural resources The Krasnodar Territory and the Department of Rosprirodnadzor for the Southern Federal District reported that there was allegedly no fence and that the area was allegedly part of a forest area previously leased by ZAO Agrokompleks. Another trip to Tkachev's dacha, carried out in June 2014, showed that large-scale construction was underway in the occupied area, during which the Black Sea coastal waters were backfilled.

At the time of the last inspection, the new construction at Tkachev's dacha had already been completed. The captured section of the coast, which until recently was the territory of undisturbed wildlife turned into a stadium. A water park and a volleyball court were also built on it. From the side of Inal Bay, on the border of the occupied area, a concrete fence has grown, from which a pier with a wooden fence installed on top extends into the sea. To fully protect this section of the coast from ordinary Russian citizens, a security booth was also built on the fence line with a security guard on duty around the clock. At the same time, on the steep coastal slope adjacent to the booth, the initially installed fence was dismantled. Instead of a fence, the slope is completely covered with steelgrid - an “erosion-resistant” metal mesh reinforced with rings of steel cables. It is impossible to walk on a slope covered with such a grid. Steelgrid is installed on slopes where rockfalls can occur, however, the forested slope above Tkachev's dacha does not belong to rockfalls. The net was installed not against rockfalls, but against people. At the same time, on the upper gentle part of the slope, closed from the eyes of the guards, in addition to the steelgrid, a fence made of a fence and barbed wire was still installed. The "know-how" of covering the slope with steelgrid was introduced for the obvious purpose - so that the control authorities would have a formal basis for asserting that "there is no solid fence around the site."

In front of the newly built concrete fence on the seashore, a dump of metal structures thrown out from the territory of Tkachev's dacha was organized. And about a hundred meters from the new fence towards Inal Bay on the seaside slope, preparations were made for the installation of another fence - metal bases for the pillars were driven into the ground and concreted. So the seizure that took place in order to expand the territory of the dacha, obviously, is not the last.

All these facts indicate that the level of lawlessness going on under the guise of the governor of the Kuban in Golubaya Bay is simply off scale. As well as the level of contempt for the observance of the rights of citizens for unhindered access to the shores of the Black Sea and the lands of the forest fund, which are public property. All this became possible thanks to the cover-up and inaction of various control bodies, whose duty is to combat such violations of the law and the rights of citizens. However, the times of impunity for crimes committed by the “powerful ones” will end sooner or later. And sooner or later, Tkachev will have to answer for the seizure of public lands, and for illegally built fences, and for influencing the judiciary, as a result of which environmental watch activists Yevgeny Vitishko and Suren Gazaryan were unjustly convicted “for damaging the fence”. One of them is currently serving a term in a colony, while the other was forced to go abroad.

Today it was possible to document that "Tkachev's dacha" on Black Sea coast, near which my comrades and I were detained by the police at the end of February of this year, really belongs to the Kuban governor.

We got extract from the state real estate cadastre, from which it follows that Tkachev owns a land plot located right in the center of this protected estate on the coast.

This 999 sq. meters and a mansion located on it with an area of ​​388 sq. m are mentioned in Tkachev's declaration for 2011. On the public cadastral map of Rosreestr, the Tkachev site belongs to the lands of specially protected territories and objects.

On February 28, the day after our detention and arrest, the director of a certain Otdykh LLC, Petr Kotov, said: "Our Otdykh LLC rents a section of the beach - for the purpose of arranging it and subsequent operation. There is no alleged "Tkachev's dacha" on our territory ..."

On March 1, the press service of the regional administration also denied the information that environmentalists were detained at the cottage belonging to the governor. However, it is now clear that on February 27 we were detained only 50 meters from Tkachev's mansion, which is currently being renovated (photo by Evgeny Titov).

On May 29, we again conducted a public inspection of Tkachev's dacha. It turned out that instead of the barbed wire fence that has been surrounding the estate since 2006, a new solid metal fence is being erected at an accelerated pace, along the top of which there will be bare wires. The new fence already surrounds twice as much forest as the old one.

According to the public map of Rosreestr, there are three land. Directly adjacent to the Tkachev site is the site of Sergei Storozhenko, and a little further from the sea is the site of Elena Krivneva. Citizens Storozhenko and Krivneva are co-founders of the same Otdykh LLC, on the territory of which, allegedly, "There is no Tkachev's dacha". However, most of the buildings hidden behind the fences are not located on these three small plots, but on state lands that are not assigned to specific individuals. This means that the buildings shown below were built illegally and the state did not receive a penny for their placement. rent.

Undoubtedly, saving on rent allows you to save significant personal funds that Tkachev, Storozhenko and Krivneva need to maintain the guards of the Neva private security company. Which, allegedly, guard not their personal plots and illegally seized state lands, but the recreation center of Agrocomplex CJSC.

The construction of a fence on the territory of the forest fund, which violates the right of citizens to freely stay in the forests provided for by the Forest Code of the Russian Federation, is obviously illegal. But the summer resident-governor was not limited to the construction of fences. On the lands of the state forest fund, red-listed Pitsunda pines have been illegally cut down and new mansions are also illegally erected. At the same time, the Department of Forestry of the Krasnodar Territory, in response to the appeal of the Watch, indicates that the audit did not reveal any facts of cutting down trees in this area!
Illegally, without obligatory state ecological expertise, a marina was built with two jetties for the governor's yachts. Fences were illegally built on the seashore, blocking access to the public coastal strip, provided for by the Water Code of the Russian Federation.

On June 8, Director of Greenpeace-Russia Sergey Tsyplenkov handed over to Dmitry Medvedev a letter from Environmental Watch urging the President to take measures to eliminate violations of environmental legislation related to the construction of Tkachev's dacha. Handing over the letter, Sergey said: “I will give one of the examples: this is the Tuapse district of the Krasnodar Territory, Agrocomplex. It can be seen that the interests of the governor are represented there. Maybe this explains the fact that everything is so easy for them there. By the way, the local population is sure that this is the dacha of one, I will not give a surname.”

At that time, we did not yet have a document confirming that Alexander Nikolaevich Tkachev personally owns the dacha on the Black Sea coast.

- This is not the first time you have held protests near Tkachev's dacha in the village of Bzhid. Why is it of interest to environmentalists?

– Because we saw that there are violations of the Forest and Water Codes. A solid fence is located around a large area of ​​forest with an area of ​​about 10 hectares, and it continues on the Black Sea coast, there is a concrete wall. People can't get through. And behind the fence, two or three hectares of Pitsunda pines have been cut down, which are listed in the Red Book. All this was done without projects required by law, public discussions, and environmental impact assessments. And this is a challenge for society: the governor allows himself a de facto criminal offense - cutting down the Red Book species.

When did this construction start?

- Back in 2005. But they began to intensively invade the forest fund and build walls at the end of 2009. At first, the forest was fenced with barbed wire, then they began to build a capital fence and walls on the shore.

– Does Tkachev himself live there?

- He happens there. They say that he arrives by helicopter. Now 10 hectares have been seized, and according to an extract from the state land cadastre, Alexander Nikolayevich Tkachev owns 10 acres. He has this plot on lease, he even indicated it in the declaration. And around this site, 10 hectares are simply illegally fenced, such an estate.

And did you manage to get in there?

- We sailed on mattresses. They can't fence the whole sea. We swam for about an hour, and they could not do anything with us. They were very angry, according to eyewitnesses.
