Transportation of passengers with disabilities

Passengers with disabilities are identified in the PIL (Passenger Information List). For each category of such passengers, special codes are established, which are indicated on the ticket and on the passenger's boarding pass:

    BLND - blind or visually impaired passenger;

    DEAF - deaf passenger;

    DPNA - a passenger with intellectual disabilities, capable of understanding, who needs to be accompanied by a person providing care for this passenger in flight;

    MAAS - a passenger who needs to be met and escorted, who needs assistance in obtaining baggage (can be used together with the designations BLND and DEAF)

    MEDA - patients who may need to undergo a medical examination;

    STCR - sick passengers on a stretcher;

    WCHC - the letter C means "cabin seat". The passenger cannot move independently, a wheelchair is required to move around the platform and the aircraft cabin;

    WCHS - the letter S means "steps". The passenger cannot go up and down the steps of the gangway, but can independently move from and to his seat in the cabin. A wheelchair is required to move to and from the aircraft or boarding gallery;

    WCHR - the letter R means that a wheelchair will be required when moving to or from the aircraft and which is able to go up / down the ladder by itself;

    WCMP - the passenger is traveling with a mechanical wheelchair;

    WCBD - the passenger is traveling with a wheelchair on a dry electric battery;

    WCBW - a passenger travels with a wheelchair on a wet battery.

Boarding of sick passengers and their attendants must be carried out before boarding the rest of the passengers.

Such passengers are usually divided into two categories:

  1. -clinical cases
  2. - non-clinical cases.

In a different approach, they are divided into:

  • - ambulatory passengers
  • - non-ambulatory passengers.

Clinical case is a passenger with reduced mobility, for the carriage of which a medical permit is required.

Non-clinical case is a passenger with reduced mobility for whose transportation a medical permit is not required.

ambulatory passenger- a passenger who is able to board the aircraft, move around in the cabin and leave the aircraft without assistance.

Non-ambulatory– a passenger who needs assistance to board, move around in the cabin and or leave the aircraft.

Passengers in wheelchairs.

Definition

A passenger who can go up and down stairs and move around in the cabin of an aircraft, but who requires a wheelchair to get to the aircraft or after disembarking from the aircraft.

A passenger who cannot go up and down stairs and move in the cabin of an aircraft, but who can move in the cabin of an aircraft. He needs a wheelchair to get to and from the plane, and needs to be carried up and down the passenger stairs.

A passenger who is completely immobile. He needs a wheelchair to get to the aircraft and after disembarking from the aircraft, he needs to be carried up and down the passenger ladder and to and from the passenger seat.

Service at the station of departure of passengers from handicapped.

Normally, passengers with disabilities must apply for check-in. By not waiting for the check-in deadline published in the respective schedule in order to fulfill all requirements (for example, 60 minutes before the flight departure time).

  2. - in the case of a transfer with a change of airline, the information is checked whether the new carrier was informed about this passenger.
  3. - if this information is not indicated in the notification message, all special equipment (stretchers, wheelchairs, oxygen cylinders, etc.) is returned to the departure station.

Seating.

For safety reasons, special category passengers are not allowed to sit in rows near the emergency exit.

Passengers. Those who can move around without assistance, in principle, can sit according to their own wishes and requests (for example, near the toilets), with the exception of prohibited places.

Special seats with movable armrests are available on some aircraft and in some classes.

Seats are usually pre-allocated by the reservation department. If this is not done, suitable seats are allocated to such passengers.

The rules for the transportation of people with disabilities are regulated by Order of the Ministry of Transport of Russia dated December 1, 2015 No. 347 “On Approval of the Procedure for Ensuring Accessibility Conditions for Disabled Passengers of Motor Transport Vehicles and Urban Surface Electric Transport, Bus Stations, Bus Stations and the Services Provided, as well as Providing them with needed help." The document was registered with the Ministry of Justice of Russia on 05/06/2016 under No. 42032.

The order determines the conditions for the accessibility of bus stations and bus stations for disabled people, their transportation and transportation of their luggage by car, including by order, by passenger taxis, as well as by urban ground electric transport.

Disabled passengers when buying a ticket in an intercity and international communications must notify the carrier or its agent at least a day before the trip about their disability and the need to provide them with assistance, the document says.

the admission of a guide dog to the transport facility and to the vehicle in the presence of relevant documents;
admission of a guide dog to the facility where services are provided and to travel to vehicle with a document confirming her special training.

The owners of transport facilities must provide disabled people with:

Unhindered entry to and exit from facilities independently or with the help of personnel and auxiliary means;
the possibility of independent or with the help of personnel and auxiliary vehicles to move around the territory of the facilities in order to access the place of provision of services;
the possibility of passing passengers from among the disabled using a wheelchair for movement through the checkpoint if there is control at the entrance to the facilities;
equipping facilities with low-lying telephones with a volume control function, text phones for communication with information and emergency services.

Carriers provide disabled passengers with:
boarding and disembarking from vehicles, including using special lifting devices for disabled passengers who are unable to move independently;
the ability to transport a wheelchair of a disabled passenger without charging a fee;
transportation of guide dogs with a special document;
equipping vehicles with inscriptions, other textual and graphic information made large print, including with the use of braille dotted font.

The owners of transport facilities should inspect bus stations and bus stations for their accessibility for the disabled and draw up appropriate passports. The order provides criteria for evaluating such objects. In particular, allocated parking lots (parking spaces) for personal vehicles of disabled people are taken into account; interchangeable wheelchairs; adapted elevators; handrails; ramps; lifting platforms (ramps); sliding doors; accessible entrance groups; accessible sanitary facilities, etc.

Information about the accessibility of facilities should be posted on the front side of the building, and by carriers on the vehicle, so that passengers can find out such data before the trip. In addition, such information can be found on the official websites of carriers and facility owners. This data should be updated quarterly.

The order will come into force on May 22, 2016, with the exception of certain provisions that will come into force on July 1.

Determined to be ill for medical reasons, as well as unable to move independently and in need of assistance in boarding the aircraft, or passengers who can walk and are able to board the aircraft without assistance, whose condition is considered unstable and who require medical clearance before each flight;

Who are physically or mentally stable and who may or may not be eligible for a permanent or temporary air transport permit from a medical facility but who require special care.

According to clause 109 of FAR-82, the carriage of a passenger recognized by the court as incapable is carried out at the request of parents, adoptive parents or guardians and accompanied by an adult passenger who is able to ensure the safety of the incapacitated passenger and the safety of those around him.

With regard to able-bodied passengers, clause 108 of FPA-82 obliges the passenger to independently determine the possibility of using air transport, based on the state of his health.

It should be borne in mind that self-determination of the state of one's health is an extremely subjective thing that does not take into account the behavior and physical capabilities of a person in a stressful situation, which for many is a flight in a limited space for a certain time (often for a long time). Various contraindications are also possible, about which it is advisable to consult a doctor in advance, having received his recommendations regarding air transportation.

A categorical contraindication to flying is a heart attack or heart surgery in the previous two weeks, unstable angina pectoris, insufficiently compensated heart failure, uncontrolled cardiac arrhythmias. You should also refrain from flying with absolute insulin deficiency, as constant insulin administration is required, which is not always possible in air transport conditions.

Also, transportation of a person with disabilities can affect flight safety, since in some cases transportation is required without turning off life support equipment that consumes a large load of electricity and sensors that transmit radio signals.

According to the Federal Law of the Russian Federation of June 7, 2013 N 124-FZ "On Amendments to the Air Code Russian Federation" Article 34, paragraph 10 provides that the requirements for equipment aircraft technical means and equipment that ensure the accessibility of aircraft for disabled passengers and the terms of such equipment are established by the Federal Air Transport Agency. At the same time, it is indicated that it is not allowed to refuse to transport passengers from among the disabled and other persons with disabilities due to the lack of special equipment.



On board foreign-made aircraft for passengers with disabilities, one of the toilet modules is already equipped with special devices for the disabled, the armrests of the seats designed to accommodate passengers of this category have lifting armrests.

According to Art. 106 of the CBC, disabled passengers and citizens with limited mobility should be provided free of charge escort services when moving around the airport, checking in for a flight and checking in luggage, during inspections and control. In addition, wheelchairs must be provided free of charge for movement both within the airport and on board the aircraft. The carrier is not entitled to classify these services as special conditions of air transportation.

When concluding an agreement, a passenger from among the disabled and other persons with disabilities is obliged to inform the carrier or an authorized agent about his disability in order to provide him with appropriate conditions for air transportation.

In addition, Art. 53 of the Code of Civil Procedure of the Russian Federation provides for the mandatory training of aviation personnel civil aviation to serve passengers from among the disabled and other persons with disabilities and the use of technical means and equipment. The timing and frequency of such training should be established by the Federal Air Transport Agency.

Notwithstanding the foregoing, carriers may refuse to carry or continue to carry persons whose carriage, due to their state of health, on the basis of established facts of medical or other examination, requires special conditions for air carriage or threatens the safety of the passenger himself or other persons on board the aircraft. At the same time, according to Article 107, paragraph 1, the burden of proving the existence of grounds for terminating the contract for the air carriage of a passenger lies with the carrier.

In particular, under special conditions transportation can be accepted, those conditions that the carrier is not able to provide, for example, the absence of turbulence during the flight, pressure drops, features of loading, accommodation and unloading (which is often impossible to ensure due to the design of the aircraft or airport), etc.

Medical control.

According to Art. 107 of the CBC, disability and the presence of life restrictions cannot be grounds for the carrier or authorized agent to demand from passengers with disabilities and other persons with disabilities documents confirming the state of health of such passengers in connection with their disability or disability.

Medical control is not required for passengers with disabilities not listed below. No prior medical control is required on the part of the carrier, unless he decides otherwise or if he has special instructions from the carriers involved in the carriage.

In the event that the carrier in contact with the passenger (or by a person delegated by the passenger) receives information that such passenger:

¾ is suffering from a disease that such carrier considers to be actively contagious and transmissible to others, or

¾ due to a certain illness or disability, may behave in a way or have a physical condition that could adversely affect the health, well-being of other passengers and / or crew members, or

¾ requires medical care and/or special equipment to maintain his health in flight, or

¾ of his health may deteriorate during or after the flight.

Such a passenger must first obtain permission to fly by air from the medical authorities of all carriers participating in the carriage on the basis of information about the physical and mental condition of the patient, obtained by the medical service directly or through a certified specialist familiar with the passenger’s condition, and transmitted to the carrier in contact with the passenger.

To obtain consent from another carrier, medical information must be provided and shared when requesting seats on that carrier's flight. If the carrier receiving the flight request has reasonable doubt regarding the illness/disability of the passenger, it must require medical information for evaluation and issuance of a permit. The carrier may refuse to transport a passenger who needs a medical permit, but the passenger did not provide this permit.

Medical card.

Sick/Disabled Passenger Service Information – INCAD.

To facilitate the issuance of medical clearance for air travel (where required), each carrier's medical service and to ensure standard air travel procedures use a standard form "Air transportation under special sanitary conditions"(INCAD).

INCAD form or similar carrier-specific service form (printed on paper or displayed on display) automated system) is filled in duplicate and consists of 3 parts.

Part I. To be completed by the agency/sales agent upon contact by the passenger. It contains all the information about the necessary assistance, availability of escort and other features of transportation.

The form must be signed by the passenger himself or on his behalf, if the second part of INCAD is completed or there are other requirements. The first part of the INCAD copy must be attached to the passenger's ticket.

This procedure is not used when registering for the transportation of a passenger deprived of hearing or vision.

Part II. To be filled in in cases where the medical services of carriers require a medical clearance for the flight. To be completed by the attending physician short description illness, position in flight, the need for special. services (stretcher, wheelchair, medical vehicle, oxygen, vegetarian food, etc.).

The information contained in Part II is not subject to disclosure. Based on these data, the patient receives permission from the medical services of the carrier.

The completed INCAD form or similar service form must be returned to the office of the carrier in contact with the passenger in order to transfer the information to the automated air transportation information system for the information of other carriers involved in the carriage of the passenger and obtaining permission from the medical services of these carriers.

Part III. Filled in and signed by the passenger and contains declaration removal from the carrier of liability in case of deterioration of health due to the underlying disease and payment of all costs associated with the provision of additional services.

The Declaration Form is provided to the passenger or accompanying person by the representative of the carrier or the check-in agent of the service company at the time of check-in. The accompanying person has the right to sign the Declaration only if he/she is the closest relative or guardian of the passenger. If the passenger or the person accompanying him refuses to sign the said Declaration, the passenger is not allowed to be transported.

Medical card of a passenger who frequently uses air transport. (FREMEC).

For the convenience of frequent flyer sick/disabled passengers, the medical service of any carrier can issue a standard FREMEC passenger medical card. The provision of these cards is subject to the terms and conditions of the issuing carrier.

If the cardholder presents it within the validity period, carriers must accept it as an authorization, with all the restrictions that it sets out, and as an identification of the owner's illness/disability. If the passenger requires special medical attention or special care, then the details contained in Part 1 of the INCAD form should be used as the means of conveying such requirements.

It is only allowed to change the location of headings and columns, sizes and type of font. The standard map text should be on English language, (but translation into other languages ​​is allowed) except for those places where generally accepted medical terms are used.

With absence medical card(INCAD) a passenger of this category must undergo a medical examination at the airport with the completion of the "Air transportation under special sanitary conditions" form. The passenger is informed that, due to the late information on carriage, it may be difficult to provide certain special services. A special service message (PSM) is sent along the flight route.

Service at the airport of departure.

On the sick/disabled passenger's ticket, the last name must be followed by the code "SP" - which means "special procedures". Information about the presence of sick, disabled people on board the aircraft should be sent to the airports of transit, transfer and destination.

The number of disabled people transported on the carrier's flights may be limited.

Passengers with reduced mobility or incapacitation may not be placed in rows located near emergency exits and in aisle seats, and it is also prohibited to place them in such a way that in the event of an emergency emergency leaving the plane through emergency exits on the wing.

The operator or its authorized agent must ensure that facilities and services are available at the airport to meet the needs of the elderly and disabled, in particular wheelchairs and other means of transport for passengers, as well as the possibility of providing medical assistance. If a passenger using a wheelchair needs assistance when moving to the aircraft, the check-in agent contacts the unit responsible for providing such assistance.

When servicing WCHS, WCHC passengers (AIRIMP code system), equipment is used that allows them to be moved between the airport medical center and the aircraft, as well as to lift (lower) directly into the aircraft cabin (special vehicle of the “medical lift” type).

In accordance with the Technical Instructions for the Safe Transport of Dangerous Goods by Air, ICAO Doc. 9284 AN/905: “With the permission of the operator, small cylinders of gaseous oxygen or air may be transported in the cabin of an aircraft, necessary only for the life support of patients accompanied by medical personnel.” In all other cases, oxygen cylinders are issued and transported by air as dangerous goods.

For the transportation of cylinders with gaseous oxygen or air in the cabin of the aircraft, necessary exclusively to ensure the life of patients accompanied by medical personnel, must be performed the following requirements:

1. Cylinders must have a factory inspection certificate indicating the validity period of the certificate and cylinder numbers.

2. The number on the cylinder must match the entry in the certificate.

3. The cylinder must be properly packed to prevent its involuntary movement in the aircraft cabin.

4. The container must have an appropriate hazard marking: “Non-flammable gas, cl. danger 2.2".

For each specific flight, the transportation of cylinders for a sick passenger must be agreed in advance with the Carrier.

The captain of the ship / chief flight attendant of the crew must always be informed about the presence on board of sick passengers of all categories, accompanying them and about any special measures taken for them.

When serving at the airport of departure, an ill passenger is assisted in completing all the formalities before departure. Baggage of sick passengers is accepted for carriage according to the general rules, with the exception of items needed by sick passengers in flight, and dogs accompanying blind passengers.

For sick and disabled people, medications, a folding chair (wheelchair) carried in the cabin, crutches are transported free of charge and are not included in the free baggage allowance. Crutches are placed and secured in the immediate vicinity of the passenger in compliance with all requirements for the placement of hand luggage in the aircraft cabin.

The boarding of sick passengers (disabled persons) and persons accompanying them must be carried out before the boarding of other passengers.

When determining the priority of dispatch, the right of the first priority is granted to sick passengers (disabled people).

At transit points, sick passengers (disabled persons) and persons accompanying them remain on board the aircraft, subject to compliance with current rules security.

Passengers with disabilities who require special care for medical reasons can book a variety of services:

Installation of a stretcher on board the aircraft;

Use of a special wheelchair for movement in the airport area to the side of the aircraft, also with a skid on board;

Special meals, the order of which must be confirmed at check-in;

When booking tickets, allocation of seats in the aircraft cabin for a sick passenger and his accompanying person;

Ambulance, car lift or porter service;

Any other special equipment intended for passengers with disabilities - such equipment or services are provided in accordance with the commercial policy of the carrier, government regulations, applicable fares and rules for their use.

Transportation of passengers in wheelchairs.

A passenger in a wheelchair and persons accompanying him are transported on separate tickets.

Transportation of individual wheelchairs is regulated by the relevant rules of the carrier.

A passenger transported with an electric wheelchair is allowed to be transported with an accompanying person, while the electric wheelchair is carried on the aircraft as regular checked baggage.

Wheelchairs powered by electric batteries are accepted for carriage in accordance with IATA and ICAO regulations for the transport of dangerous goods. Batteries must be securely attached to the chair, previously disconnected and insulated to prevent short circuits. Power supplies must be labeled accordingly. Wet batteries are transported only in an upright position.

The organization of service for wheelchair passengers is carried out through the medical centers of airports, delivery on board the aircraft and to the airport from the aircraft is carried out by special transport separately from other passengers.

The carrier must provide information to the destination or point of embarkation that there is a passenger with a wheelchair on board so that the wheelchair is provided to them on arrival first. This information includes the name of the passenger, the location of the wheelchair and separately located electric batteries.

The wheelchair is loaded on board the aircraft last and unloaded from the board first.

For the loss or damage (spoilage) of special means of transportation (including wheelchairs) belonging to disabled passengers and other persons with disabilities, the carrier shall be liable in the amount of the cost of these means.
